Although I am not sure what you are trying to do with these rules, I think you need to change all of the "OR" conditions to "AND" conditions. With "AND" conditions specified, your client will send mail from domians other than .com/.net/.edu/.gov to a spam folder. For example, any mail from a .org domain will go to the spam folder. Mail from .com will go to your Inbox.
